CL is definitely only as good as its users. So it's a crapshoot for sure. I sure do hope you get some better clients but you might have to avoid using Craigslist for that. Speaking of those Craigslist schemes, I, myself, have applied for graphic arts-related job postings in my area, not knowing they have spelling, grammar, punctuation, and sentence usage errors, and ended up with two clients not responding to my e-mails and phone calls right away and no pay. There's a lot of illiterate psychos on that site. I can understand where you’re coming from.
